More states are considering tougher laws to combat puppy mills.

LANSING -- Michigan lawmakers are taking a close look at new legislation that would aim to control commercial breeders and puppy mills.

Michigan has no regulations in place for large-scale dog breeders.  The Michigan Humane Society, believes the Puppy Protection Act will make sure animals are treated humanely, crack down on irresponsible breeders, and prevent puppy mills/ mass breeders from setting up shop in Michigan.

Senate Bill 0117 and Senate Bill 0118 would regulate large-scale breeders to ensure that animals in their care receive proper treatment, including adequate food, water, shelter and veterinary care, while also capping the size of these facilities.

According to the ASPCA, more states are considering tougher laws to combat puppy mills.

The Animal Welfare Act The Animal Welfare Act (AWA), a federal law passed in 1966, regulates certain animal activities, including commercial dog and cat breeding. The AWA defines the minimum standards of care for dogs, cats and certain other species of animals bred for commercial resale, research, and exhibition.

It also requires that certain commercial breeders be licensed and routinely inspected by the United State Department of Agriculture (USDA). The ASPCA believes the laws don't go far enough, stating they are merely survival standards for dogs. For example, dogs in federally licensed breeding facilities can legally be kept in cages that are only six inches wider than the dog in each direction.
