LANSING (AP) -- Using cell phones to text or check e-mail while driving is coming under increasing scrutiny in Michigan. But lawmakers aren't sure how far they should go to crack down on the practice.
A Senate committee on Tuesday passed a bill that would make texting while driving a secondary offense. That means police first would need some other reason to pull over motorists before they could be cited for texting.
Senators aren't yet sure how large a fine they would be comfortable charging motorists for the offense.
A House committee passed a similar bill in October.
