LANSING, MI -- A bill that will crack down on people trying to bring out-of-state cans and bottles into Michigan to collect the state's 10-cent deposit is on its way to the full House.

The House Regulatory Reform Committee passed the legislation Tuesday.

The bill would make an attempt to return between 100 and 10,000 non-returnable containers subject to fine up to $1,000 or 93 days in jail, or both.

Current law sets penalties only for those who actually return cans and bottles from out of state.

The Wine Wholesalers Association estimates that the state loses up to $13 million each year from bogus returns.
