MIAMI (AP) -- Tropical storm-force winds have begun arriving on the coast of the Carolinas as Hurricane Irene approaches.

The National Hurricane Center says the storm's outer bands are bringing sustained winds of at least 39 mph.
Irene's top winds have weakened slightly to 100 mph.
Little change in strength is expected as Irene gets closer to the coast.
The storm's center is about 300 miles south-southwest of Cape Hatteras, N.C.
