Gov. Jennifer Granholm has rolled out proposals to help small businesses, encourage entrepreneurs and teach unskilled workers how to read and write in her eighth and final State of the State address.

The Democratic governor focused much of her speech Wednesday night on the economy. Battered by the shrinking auto industry and a nation-leading unemployment rate of 14.6 percent, Michigan has lost over 400,000 jobs in the past two years.

Granholm wants the state to offer more training to budding entrepreneurs through Small Business and Technology Centers throughout the state. She also said an arrangement has been worked out with credit unions to offer more small business loans.

The governor called for restoring the Promise Grant college scholarship and raising more money for roads.
