LANSING (AP) -- A change in policy will allow teachers unions and school districts to get a look at Michigan's application for up to $400 million in federal education money before they have to formally endorse it.
The state's application for money offered through the Obama administration's Race to the Top competition is due Jan. 19.
State officials had wanted districts and unions to sign documents basically endorsing the plan by the end of this week. But union leaders and some districts were hesitant to endorse the plan without having time to read an application that isn't yet finished.
State officials now are asking districts to submit what they call a message of intent indicating they plan to submit the formal memo once they have reviewed a summary of the state's application.
