HAVANA (AP) -- Cuban President Raul Castro says he would like to meet President-elect Barack Obama on "neutral ground" - and he suggests the American base at Guantanamo Bay. The Cuban leader's offer comes in an interview with actor-director Sean Penn, who writes about it in The Nation magazine.

Penn says he asked Castro if he would meet with Obama in Washington. The Cuban leader said he "would have to think about it" and said it wouldn't be fair for either to go to the other's territory. Instead he suggested the base at Guantanamo. Castro said he and Obama "must meet and begin to solve our problems." He even suggested a gift: Castro says that the Cubans, quote, "could send him home with the American flag that waves over Guantanamo Bay."
