Why is MDOT Repaving Two Seemingly Smooth Roads?

There are a lot of roads in northern Michigan that need a lot of work. But a viewer wrote in asking about some road construction along her daily drive. She says the road seems fine, so why are crews ripping up the asphalt?

The answer is tonight's Fact Finder report.

The steady stream of cars and trucks on U.S. 31 near Interlochen in Grand Traverse County has come to a stop recently to make way for these vehicles.

The heavy machinery is grinding up asphalt and putting down a new layer.

This would be a welcome sight on many area roads, but a viewer who drives this road every day says the pavement was smooth with no pot holes in sight.

So why is this road being overhauled?

Since U.S. 31 is a state trunk line and falls under the control on the Michigan Department of Transportation.

MDOT Spokesperson Bob Felt says, "we are resurfacing about 5 miles of U.S. 31 in order to keep the pavement in good condition 3-5 years down the road so we don't have to reconstruct, so we don't have to take it out and put pavement back in."

MDOT describes it as preventative maintenance.

And it's not the only project like that. On the other side of Traverse City, MDOT is beginning work on a 16 mile stretch of M-72 into Leelanau County. The condition of the road is even better than that stretch of U.S. 31. No major pavement problems and no potholes.

MDOT says that's actually the perfect time to start these repairs.

Felt says, "the analysis to use on both of these project in terms of keeping them in good shape is a lot like when you go to put another layer of shingles on your house you are not going to wait until water seeps in and damages the walls you're going to put that other layer of shingles on the roof to keep it in good shape. Very similar to what we do on the roadways in different projects."

So how much do these preventative maintenance projects cost? Nearly two million dollars total.

The $800,000 for the U.S. 31 resurfacing will come from MDOT's maintenance budget.

The $926,000 for the M 72 project will come from federal stimulus money: The American Recovery and Reinvestment Act.

Both are part of MDOT's long term plan.

Felt says "about 10 years ago we established a goal to have 90% of all of the state's roads and bridges in good condition. We've met that goal and want to continue to keep the roads in good shape so down the road we don't have to spend more money to reconstruct the whole roadway."

I bet you're thinking I can name a dozen roads that need more repairs than those two, but that's not how it works.

The way road repairs are prioritized and funded in our state, MDOT cares for roads that start with I, M or U.S. Then there are county roads and local roads. The nearly two million dollars that's funding these two projects cannot be used on a local neighborhood road.

I would like to know why they are not adding (at least) a turn lane? That would be a lot safer and help traffic flow so much smoother.

So just exactly WHEN do our roads that are so bad they are just crushing them and NOT even repaving get attention???? Below the bridge again. HEY WE'RE U.P. HERE!!!! Our roads get bad too! Why do I pay taxes again???

are any of you people transportation engineers? do any of you work for a road commission? the state has been following a thing called Asset Management, look it up. By crushing and reshaping a road, road agencies save themselves the millions of dollars of completely ripping it up and putting down new pavement.

pavement lasts so long depending on traffic volume, base condition, soil condition, etc. some roads last 15 years, others 6. Preventative maintenance helps keep those roads that would fail in 6 years last to 10 or 15.

And just to be clear, MDOT does not do the actual paving. Contractors do. If your wait time is 30 minutes and not 10, let MDOT know and they will tell the contractor.

and to Sue Smith, MDOT does not "get the money first". you have alot to learn about transportation funding. Everything is based on a system.

So I ask, spend 500,00 on a road now and make it last another 5 years, or wait 5 years and spend 3 million making a new road?

We have roads up here with full time year around residents that the Emmet County Road Commission refuses to plow. The folks living on these roads have to maintain them on their own (Yes these are County Roadways). The road commission says they don't have the money, yet they have a brand new million dollar facility with a 10' fence around the whole property (80+ Acres). Meantime, they pave other roads which were in good shape...

Waste of Tax Payers dollars.

It's not what you know it's who you know. If you have the connections with the right people in Goverment you can accomplish anything.

This type of spending is a waste. Fed state and local spending is rediculous, just like the hammond rd to nowhere project that has gone over budget because of many errors. but when they remove cass rd dam they will slide in the bridge to hartman they always want instead of a bridge on cass (they have traffic counters across the rd. there right now. Plus when rds are redone the work is poor and probably made to fail (job security) if my drive was all ripples I would make them do it right

Not only is it a waste of money that could have been better used somewhere else, it is unnecessarily wasting everyone's time. It wouldn't be as bad if they knew what they were doing. If they let the one-way traffic go in 5-10 minute intervals, then everyone would only have to wait a short time. Today I had to sit in traffic for a half hour. Completely unnecessary.

If MDOT has fixed all the major problems in their network and is now fixing roads that MIGHT go bad in 5 years, then give the money to the county and local governments, especially the stimulus money. There are roads up north , that will rattle the bolts out of our cars and take out our front ends. Year after year the county says they can't get the money. It's because MDOT gets it first and won't share. So bogus, no wonder this state is in such dire straights.

In your story you said that MDOT is responsible for roads like "M" "US" ect. MDOT is tearing up these good roads as a preventive measure but maybe they should be tearing up raods like "US31" north of Levering instead of good roads. How long would this road they are tearing up now last if no tearup maintenance was done?

ANother example of wasteful spening. Let's create work for a couple of dozen people for a month. Good for Elmer's! How about this. Give the $900,000 from the M-72 project to the TC YMCA. That would help create many jobs for years to come!!!

Perfect Example of Big Government NOT at work!

This is a perfect example of why our Big Government is TOO BIG!!! Lansing & Washington both are so big and complex that nothing simple gets done anymore. This department is responsible for this road, another department is responsible for that road and because we have so many levels of government, it seems that the money never penetrates the buracracy to get to the real problems.
We need to start peeling away the layers of bureacracy - cut out the middle layers - and get the job done. Until Big Government is scaled back, our frustration and exasperation will continue.
Let's begin the scale-back in 2010!!!
