Speech made in front of 450 members of Illinois Manufacturers Association

CHICAGO (AP) -- Republican presidential hopeful Rudy Giuliani says free trade leads to peace because war is less of an option between trade partners.

Giuliani spoke to more than 450 members of the Illinois Manufacturers Association in Chicago.

Without naming any names, he said the Democratic candidates' proposals would be devastating to the U.S. economy. He promised fiscally conservative policies and evoked the optimism of Ronald Reagan.

The former New York mayor later is scheduled to hold a town hall meeting at the National Italian-American Sports Hall of Fame.

Giuliani is the front-runner in the race for the Republican nomination. His rise to national prominence was aided by his response to the September 11, 2001, attacks on his city.
