MANISTEE -- A statement on the website of  the Little River Band of Ottawa Indians says government operations were suspended as of 5 p.m. Thursday,

Here is the exact statement posted:

"The Constitution of the Little River Band of Ottawa Indians mandates that the Tribal Ogema should 'oversee the administration and management of the Tribal government in accordance with the laws, ordinances and resolutions of the Tribal Council.' In light of this responsibility, the Ogema has suspended tribal operations effective January 3, 2013 at 5 p.m. EST absent the adoption of an annual budget by Tribal Council, consistent with the Constitution and adopted Tribal laws. This is done to minimize legal impacts and Constitutional liabilities.

The Little River Casino in Manistee is not impacted and is open.
