Safe Harbor, a Traverse City area program that helps the homeless, is reporting a slight decline in the number of people using shelters this season in the face of a harsh winter and struggling economy. Volunteers with the program attribute the lower numbers to a collaborative effort to continue to help people get back on their feet once they've left the shelters.
